Dire Stratas: The Redevelopment Problem

We will be facing a proliferation of problems associated with Strata Title developments as we move towards a more Compact City model according to Sarah Hudson, Senior Environmental Planner with WorleyParsons.

During a Faculty Dinner at Warrane on September 9, Sarah addressed residents from the Faculty of the Built Environment on the role of Town Planners in being aware and acting upon the growing problems associated with Strata Title development. The presentation provided a clear and graphic account of what impact past developments have had within the Local Government Areas of Randwick, Marrickville and Rockdale. A shocking statistic was the decline in maintenance to apartment buildings divided under Strata Title and the impact this lack of maintenance will have on the well-being of those residents that occupy the space.

Within her research, Sarah has compared the maintenance costs of developments over a number of decades. The key findings included a reduced rate of overall maintenance fees for older 1960s and 70s housing compared with housing built within the past decade, which suggests a move away from environmentally friendly building stock although we have a greater appreciation for it today. In addition, another finding was the inability of owners to develop their dwellings without consent of the entire body corporate. Sarah suggested that a middle ground must be found between those owners that wish to develop and those who want to stay unchanged.

“At the present time you require 100% of owners to consent to redevelopment the land regardless of the state of maintenance” she said. The talk highlighted many hidden problems associated with Strata Title and concluded with a discussion on professionalism and ambition.
